Seeds of Exchange examines the United States and Soviet exchange of agricultural knowledge and technology during the interwar period. Maria Fedorova challenges the perception of the Soviet Union as a passive recipient of American technology and expertise. She reveals the circular nature of this exchange through official government bureaus, amid anxious farmers in crowded auditoriums, in cramped cars across North Dakota and Montana, and by train over the once fertile steppes of the Volga. Amid the post–World War I food insecurity, Soviet and American agricultural experts relied on transnational networks, bridging ideological differences. As Soviets traveled across the US agricultural regions and Americans plowed steppes in the southern Urals and the lower Volga, both groups believed that innovative solutions could be found beyond their own national borders. Soviets were avidly interested in American technology and American agricultural experts perceived the Soviet Union to be an ideal setting for experimenting with and refining modern farm systems and organizational practices. As Seeds of Exchange shows, agricultural modernization was not the exclusive domain of Western countries.

Infectious disease is the most common cause of illness and death in Africa, yet health practitioners routinely fail to identify causative microorganisms in most patients. As a result, patients often do not receive the right medicine in time to cure them promptly even when such medicine is available, outbreaks are larger and more devastating than they should be, and the impact of control interventions is difficult to measure. Wrong prescriptions and prolonged infections amount to needless costs for patients and for health systems. In Divining without Seeds, Iruka N. Okeke forcefully argues that laboratory diagnostics are essential to the effective practice of medicine in Africa. The diversity of endemic life-threatening infections and limited public health resources in tropical Africa make the need for basic laboratory diagnostic support even more acute than in other parts of the world. This book gathers compelling case studies of inadequate diagnoses of diseases ranging from fevers—including malaria—to respiratory infections and sexually transmitted diseases. The inherited and widely prevalent health clinic model, which excludes or diminishes the hospital laboratory, is flawed, to often devastating effect. Fortunately, there are new technologies that make it possible to inexpensively implement testing at the primary care level. Divining without Seeds makes clear that routine use of appropriate diagnostic support should be part of every drug delivery plan in Africa and that diagnostic development should be given high priority.

The world''s 58 poorest countries are diverse in many respects, but they share the characteristic of a labor force overwhelmingly dependent on agriculture. Challenging the assumption that mass poverty and chronic hunger are insoluble problems, this book systematically explores the multiple aspects of economic development in these countries, which are home to 60 percent of the world''s population. The authors offer a broad-based development strategy to raise incomes through agricultural productivity growth and expanded rural employment. They present rich new information on the rural informal sector and on agriculture-industry interactions, and they analyze the impact of macroeconomic and social policies on the rural economy. Legislative elections are the defining institution of a representative democracy. They determine how the power to govern society is distributed among political actors, regardless of whether those actors are political parties, ethnic groups, or business interests. Yet the rules that decide how thousands, if not millions, of popular votes are translated into a relatively small number of parliamentary seats vary widely across, and sometimes within, countries. Elections by Design— based on a skillful blend of statistical analyses and detailed case studies—seeks to uncover how electoral rules are chosen within the Russian Federation, and by whom. To enhance our understanding of electoral system choice, Moraski investigates the origins of the legislative electoral systems in the eighty-nine regions of the Russian Federation. These subnational units serve as a natural experiment by allowing an opportunity to observe the creation of representative institutions in a state transitioning from authoritarian rule. The regions also offer a rare glimpse into the dynamics of electoral system choice where political parties do not necessarily guide the decisions. Despite the unique qualities of Russia''s political transition, Elections by Design reveals insights that can be applied to other transitioning states. Moraski emphasizes that institutional choice remains a political process, despite scholars'' recommendations that certain electoral systems are better for democracy than others. At the same time, he shows how electoral system choice at the regional level can frustrate party development and democracy at the national level. This study is particularly valuable at a time when American politicians seek to spread the seeds of democracy to areas where people differ along ethnic or religious lines and where a federal framework is needed to bring dissenting interests to the negotiating table.

From the classical dialogues of Plato to current political correctness, manipulating language to advance a particular set of values and ideas has been a time-honored practice. During times of radical social and political change, the terms of debate themselves become sharply contested: how people reject, redefine, and reappropriate key words and phrases gives important symbolic shape to their vision of the future. Especially in cataclysmic times, who one is or wants to be is defined by how one writes and speaks. The language culture of early Soviet Russia marked just such a tenuous state of symbolic affairs. Partly out of necessity, partly in the spirit of change, Bolshevik revolutionaries cast off old verbal models of identity and authority and replaced them with a cacophony of new words, phrases, and communicative contexts intended to define and help legitimatize the new Soviet order. Pitched to an audience composed largely of semiliterate peasants, however, the new Bolshevik message often fell on deaf ears. Embraced by numerous sympathetic and newly empowered citizens, the voice of Bolshevism also evoked a variety of less desirable reactions, ranging from confusion and willful subversion to total disregard. Indeed, the earliest years of Bolshevik rule produced a communication gap that held little promise for the makings of a proletarian dictatorship. This gap drew the attention of language authorities—most notably Maxim Gorky—and gave rise to a society-wide debate over the appropriate voice of the new Soviet state and its citizenry. Drawing from history, literature, and sociology, Gorham offers the first comprehensive, interdisciplinary analysis of this critical debate, demonstrating how language ideologies and practices were invented, contested, and redefined. Speaking in Soviet Tongues shows how early Soviet language culture gave rise to unparalleled verbal creativity and utopian imagination while sowing the seeds for perhaps the most notorious forms of Orwellian "newspeak" known to the modern era.

The Hudson River Valley was the first iconic American landscape. Beginning as early as the 1820s, artists and writers found new ways of thinking about the human relationship with the natural world along the Hudson. Given these momentous changes, it is not surprising that historic preservation emerged in the Hudson Valley: the first building in the United States preserved for its historic significance is Washington’s Headquarters in Newburgh. Schuyler also finds the seeds of the modern environmental movement in the transformation of the Hudson Valley landscape. Richly illustrated and compellingly written, Sanctified Landscape makes for rewarding reading. Schuyler expertly ties local history to national developments, revealing why the Hudson River Valley was so important to nineteenth-century Americans—and why it is still beloved today.

Of the more than two thousand species that are commonly used as food in the tropics, only about forty to fifty species are well known internationally. Some of these rare species will always remain of little importance because they need an acquired taste to enjoy them, they have too little pulp and too many seeds, or they are difficult to package and ship. Blancke highlights some fruits—the araza (Eugenia stipitata) and the nutritious peach palm (Bactris gasipaes) from the Amazon lowlands, the Brunei olive (Canarium odontophyllum) from Indonesia, and the remarkably tasty soursop (Annona muricata) from Central America—that deserve much more attention and have the potential to become commercially important in the near future. Tropical Fruits and Other Edible Plants of the World also features tropical plants used to produce spices, and many tropical tubers, including cassava, yam, and oca. These tubers play a vital role in human nutrition and are often foundational to the foodways of their local cultures, but they sometimes require complex preparation and are often overlooked or poorly understood distant from their home context.
