The US decision not to work through NATO after 9/11 left many European members of the alliance feeling deflated. This decision reflected not only the unilateralism of the Bush Administration, but also the belief that US operational freedom and flexibility had been hampered during NATO’s two Balkans interventions. This book examines US attitudes to, and perspectives on, the transatlantic alliance, with a particular focus on US-NATO relations since 9/11. It demonstrates that, following the decision to bypass NATO after 9/11, the Bush Administration’s perceptions of the alliance shifted due to a belated recognition that NATO did indeed have much to offer the US. Hallams explores NATO’s contributions to post-combat reconstruction and stabilisation operations in Afghanistan and Iraq, and argues that the events of 9/11 galvanised NATO into undertaking an accelerated program of transformation that has done much to reinvigorate the alliance. This book offers an optimistic assessment of the transatlantic alliance, counter-balanced by realistic reflections on the problems it faces. Drawing on interviews with US and NATO officials, it argues that NATO is far from irrelevant and that prospects for the alliance remain fundamentally positive; it will be of interest to students and scholars of US Foreign Policy, American politics, international relations, security studies and transatlantic studies.

Cultural Resistance, 9/11, and the War on Terror: Sensible Interventions offers a fresh account of the enduring cultural legacies of the September 11, 2001 terror attacks and the global war on terror through the critical lens of cultural resistance. It assesses the intersecting ways that popular culture has been deployed as oppositional practice in the post-9/11 context by documenting a collection of media texts, including a political hip hop album, a TV sitcom, a best-selling novel and studio photographs. Deviating from the conventional discursive and representative axis of mourning, nationalism and commemoration, this multimedia assemblage contests and rearticulates the political meanings, affects and visualizations of the war on terror and its global consequences. Drawing on the theoretical work of Jacques Rancière, the book also argues that these cultural artefacts are extending cultural resistance by shifting the scenes and methods of opposition to the realm of the sensible, or sensorial experiences. Never celebratory, the book encapsulates the potential of cultural practices against restricted post-9/11 regimes of visibility and audibility in the public sphere, but it also remains attentive to their blind spots, contradictions and constraints. This book offers a new angle to consider the events of 9/11, the war on terror and their continual effects, one that blurs established visions of patriotism and grief.

This book provides a qualitative analysis of post-9/11 counter-terrorism strategy undertaken by the United Kingdom and United States of America. Since 9/11, both the UK and the U.S have significantly revamped their counter-terrorism approaches. The approaches apply, to varying degrees, three key policy instruments – intelligence, law enforcement and military force. However, the success or failure of these counter-terrorism strategies has never been satisfactorily validated. Analysts and policymakers alike have assumed success due to the inability of terrorists to conduct 7/7 and 9/11, respectively, scale attacks upon each state. This assumption has existed despite the fact that it fundamentally underestimates the impact of transnational terrorism. This volume provides an in-depth qualitative assessment of the three primary policy instruments implemented to counter the transnational threat of terrorism during the period 2001-2011; an approach somewhat neglected by the current body of literature which focuses on a purely quantitative methodology. Drawing upon previously unpublished data collected from interviews with policymakers, specialists and academics, the book fills this lacuna by ascertaining and analysing both the UK’s and USA’s counter-terrorism strategies and developing a holistic approach to understanding these strategies. This book will be of interest to students of terrorism and counter-terrorism studies, security studies and IR in general.

The 9/11 attacks brought large-scale violence into the 21 st century with force and have come to epitomize the entanglement of intimate vulnerability and virtual spectacle that is typical of the globalized present. This book works at the intersection of trauma studies, affect theory, and literary studies to offer radically new interpretive frames for interrogating the challenges inherent in representing the initial moments of the terrorist encounter. Beyond the paradigm of traumatic unspeakability, post-9/11 texts expose the materiality of the human body in its universal vulnerability. The intersubjective empathy this engenders is politically subversive, as it undermines the discourse of historical singularity and exceptionalism by establishing a global network of reference and dialogue. Innovative theoretical interconnections between clinical pathology, concepts of cultural trauma, and political aesthetics lay the foundations for exploring formally and geographically diverse texts. Close readings of works by Jonathan Safran Foer, Art Spiegelman, Don DeLillo, and William Gibson map the relationship between representations of 9/11 and complex aspects of trauma theory. This detailed approach makes a case for revisiting trauma theory and bringing its Freudian origins into the digitized present. It showcases trauma as a physical and psychological wound as well as an experience that is simultaneously pre-discursive and inhibited by the virtuality of the present-day real. Exploring how contemporary trauma studies can take into account the digitization and virtuality of present-day realities, this book is a key intervention in establishing a contemporary ethics of witnessing terror.
