Christopher Ali delves into our ideas about localism and their far-reaching repercussions for the discourse of federal media policy and regulation. His critique focuses on the new interest in localism among regulators in the United States, the United Kingdom, and Canada. As he shows, the many different and often contradictory meanings of localism complicate efforts to study local voices. At the same time, market factors and regulators' unwillingness to critically examine local media blunt challenges to the status quo. Ali argues that reconciling the places where we live with the spaces we inhabit will point regulators toward effective policies that strengthens local media. That new approach will again elevate local media to its rightful place as a vital part of the public good.

Chicago New Media, 1973-1992 chronicles the unrecognized story of Chicago's contributions to new media art by artists at the University of Illinois at Chicago's Electronic Visualization Laboratory, the School of the Art Institute of Chicago, and at Midway and Bally games. It includes original scholarship of the prehistory, communities, and legacy of the city's new media output in the latter half of the twentieth century along with color plate images of video game artifacts, new media technologies, historical photographs, game stills, playable video game consoles, and virtual reality modules. The featured essay focuses on the career of programmer and artist Jamie Fenton, a key figure from the era, who connected new media, academia, and industry. This catalog is a companion to the exhibition Chicago New Media 1973-1992, curated by Jon Cates, and organized by Video Game Art Gallery in partnership with Gallery 400 and the Electronic Visualization Laboratory. It is part of Art Design Chicago, a 2018 initiative of the Terra Foundation for American Art, with presenting partner The Richard H. Driehaus Foundation, to explore Chicago's art and design legacy.

Linking neoliberalism with the Right’s global rise Bulgaria’s media-driven pivot to right-wing populism parallels political developments taking place around the world. Martin Marinos applies a critical political economy approach to place Bulgarian right-wing populism within the structural transformation of the country’s media institutions. As Marinos shows, media concentration under Western giants like Westdeutsche Allgemeine Zeitung and News Corporation have led to a neoliberal turn of commercialization, concentration, and tabloidization across media. The Right have used the anticommunism and racism bred by this environment to not only undermine traditional media but position their own outlets to boost new political entities like the nationalist party Ataka. Marinos’s ethnographic observations and interviews with local journalists, politicians, and media experts add on-the-ground detail to his account. He also examines several related issues, including the performative appeal of populist media and the money behind it. A timely and innovative analysis, Free to Hate reveals where structural changes in media intersect with right-wing populism.

A new generation of Afro-Brazilian media producers have emerged to challenge a mainstream that frequently excludes them. Reighan Gillam delves into the dynamic alternative media landscape developed by Afro-Brazilians in the twenty-first century. With works that confront racism and focus on Black characters, these artists and the visual media they create identify, challenge, or break with entrenched racist practices, ideologies, and structures. Gillam looks at a cross-section of media to show the ways Afro-Brazilians assert control over various means of representation in order to present a complex Black humanity. These images--so at odds with the mainstream--contribute to an anti-racist visual politics fighting to change how Brazilian media depicts Black people while highlighting the importance of media in the movement for Black inclusion.
